Non-price criteria

In most cases, Customers set price as the criterion for evaluating Participants' commercial proposals, with a weight of 100%. This means that in such tenders, the value of a Participant's proposal is the main factor for the auction and for choosing the winner. Whoever offers the lowest price will be the winner.

However, the Prozorro system also allows additional criteria to be set alongside price — «non-price criteria». For example, non-price criteria may include indicators such as the delivery time of goods, payment terms, and the technical and quality characteristics of the products, goods or services that the Participant offers as part of their proposal, and so on.

Attention

Please note that there is no single, fixed list of «non-price criteria». The Customer independently determines these indicators for the subject of its procurement and sets their weight at its own discretion, depending on its own preferences and expectations.

Each «non-price criterion» has its own weight, expressed as a percentage.

Below is an example of a multi-lot procurement with «non-price criteria» applied to Lot №1.

TenderNonpriceCriteria

If «non-price criteria» are applied in the tender, the auction will use the Discounted proposal value.

The discounted proposal value is the value of the Participant's proposal, adjusted by the correction coefficient, calculated using the formula:

Discounted proposal value = Proposal value / Correction coefficient

, where

Correction coefficient = 1 + (Sum of the weights of the selected «non-price criteria») / Price weight

For an example of submitting a proposal with «non-price criteria» and the calculation, see the chapter «Proposal submission with non-price criteria».
